SHOT EVENT TIME STAMPS

These timestamps are given in GPS time. As of May 2009, GPS is ahead of UTC by 15 seconds.

Later, navdata will be presented in UKOOA P90 format (using a small format modification in order to accomodate three decimals in shotpoint seconds).
